Routine Inspection Observations:
Hot water from 3 compartment sink observed at 120*F.
Warm water from hand sinks observed at 100*F.
Cold held potentially hazardous foods at or below 41*F.
Hot holding not observed at time of inspection.
Sanitizer solution for soiled wiping cloths at 200ppm quaternary ammonia.
High temperature dish machine verified at 160*F utensil surface using facility supplied test strips.
Food protection manager and food handler cards reviewed.

Note: Facility is using a cup to direct waste water from the 3 compartment sink drain pipe into the floor sink due to the drain pipe spilling onto the floor. Facility shall continue to modify the drain pipe or find a way to not need the cup since the cup prevents a true separation from the floor sink as required.

Inspection Memo:

A follow up inspection was conducted today in response to rodent activity identified during the routine inspection on 1/25/2021. A yellow placard was issued at that time.

Upon inspection, the following was observed:
-All holes have been sealed within and between the lower cabinets behind front counter at cafe.
-The hole has been sealed in the ceiling above the cafe water heater.
-Gap eliminated below exterior Barnes and Noble book storage room door.
-Affected areas have been cleaned including the cafe cabinets, and the floors throughout and bellow equipment/storage shelving.

Note: Observed residual rodent droppings along floor/wall juncture below storage shelving in rear cafe area. Please clean to remove rodent droppings. These may appear new in future inspections if not removed.

Observed paper confirmation of registration for a Food Safety Manager certification class. Once obtained, maintain documentation on site for review.

A green placard was issue at the end of today's follow up inspection. Continue to monitor for rodent activity and treat accordingly.

No hot holding during inspection.

A yellow placard was given to facility at time of inspection. A follow up inspection will take place on 2/8/2021 unless requested sooner. Failure to comply may result in an additional inspection with penalty re-inspection fee of $398. A green placard will not be given at the re-inspection unless all requirements of the rodent infestation violation are met.

COVID Note: A COVID19 inspection was last performed by this Division on 6/23/2020. Indoor dining is not occurring at this time. Under Placer County’s current placement on the California Blueprint for a Safer Economy, Placer County remains in the purple tier. As such, restaurants are permitted to offer approved outdoor dining, takeout, and delivery only. MAJOR VIOLATION

An active rodent infestation is present within the facility. Observed numerous rodent droppings and urine stains inside of all lower cabinets behind front counter and on the floors throughout the facility especially below dry storage shelving. Observed 2-3 droppings on top of the dish machine below the 3 comp drain board, and 2 droppings on top of pre-packaged soda bottles on the dry storage shelving. Per manager, the lower cabinets were recently cleaned free of droppings so those observed today are fresh.

Facility is currently getting pest service from Terminex. Observed black boxes on the ground outside the store and a few rodent sticky traps inside the cafe area.

***Facility has two weeks (2/8/2021) to correct the following:
-Seal all holes within and between the lower cabinets behind front counter at cafe.
-Eliminate the hole in the ceiling above the cafe water heater.
-Eliminate gap below exterior Barnes and Noble book storage room door.
-Clean and sanitize all affected areas including the cafe cabinets, and the floors throughout and bellow equipment/storage shelving.
-Strongly recommend adding more rodent traps in cafe, including along floors at dry storage area and 3 compartment sink.
-Until rodent activity is eliminated, discontinue storing any open food, coffee filters, drink holders, or other single use items in the lower cafe storage cabinets. Cabinets may only be used for prepackaged sealed items.

The previous certified food safety manager is no longer with the facility. Within 60 days, have someone take the food safety manger certification course and maintain record of certification at the facility.

The 3 compartment sink drain is entering into the floor sink resulting in a direct connection to sewer. Shorten the sink drain to maintain a 1 inch air gap above the floor sink.

COVID-19 Guidelines
• Facility has prepared and implemented a written Workplace Specific Plan.
• Observed employees wearing face coverings.
• Observed physical distancing and COVID-19 signs posted.
• Per Plan, high touch areas are sanitized every 30 min.
• Facility has reduced the seating capacity of the onsite dining areas to provide a minimum of 6 foot physical distancing.
• Observed hand sanitizer provided at entrance to facility.
• Employees training log was not available on site. Please complete and email a copy of the employee training log for the covid-19 workplace specific plan to zxiong@placer.ca.gov by 6/30/2020.
• Menus posted on the board.
• Self-service condiment area is closed.
